Where can u find a tame master or the guy who takes ur pets?

There is one right outside of Ascalon City. He looks like a Krytan, I believe (or basically, a dark-skinned man with a sort of short dreadlock ponytail)

I think he's called Jamall or something like that.

Yes, and if you're still in the tutorial, the Tamer is next to the first Ranger Trainer.
